Since the inception of CASS Temporary Employment Services (TES), formerly known as Temporary Employment Services, we have steadily grown in establishing business relationships to service employers throughout the Phoenix metropolitan valley. TES is a Full Service employment agency providing Temporary, Project Oriented (Short & Long Term) and Temp-to-Perm employees. We deliver administrative and human resource services to reduce risk, liability and related costs to employers by providing worker's compensation, unemployment, payroll, state & federal tax withholdings, time cards, transportation, safety training, and pre-screened candidates. Our service ensures the employer we deliver well rested, nourished and qualified candidates. The CASS Employment Program serves each candidate breakfast and provides a well-balanced lunch. The candidate is prepared for the specific assignment by facilitating necessary safety training and issuing equipment related to the job. Our clients are not charged for any services provided to them. We are a non-profit organization and promote the fair and ethical treatment of all our clients.

About CASS Temporary Employment Services (TES)
TES was initially established in August of 2001 to accommodate the diverse labor needs of Maricopa County. Administered by the Central Arizona Shelter Services (CASS), CASS TES utilizes those job ready individuals residing in the shelter to staff the temporary labor needs of local businesses.
CASS TES has created working relationships throughout Maricopa County, sending workers to over 30 businesses. We have sent a number of clients out to work on temporary assignments, often resulting in full-time permanent employment opportunities. We encourage employers to consider hiring clients to a full-time status supported by our policy of no minimum contractual obligation and/or buy out fees, as is a common practice among for-profit employment agencies. In addition to TES we also provide a Direct Hire/ Placement program that works one-on-one with clients to attain gainful employment through our Job Development Services (JDS).

CASS TES is unlike any other 'day labor halls' in that our clients are completely supported through all aspects of gaining employment without being exploited. Our service is a valuable resource for clients to use as a stepping-stone in order to reintegrate into the workforce. Our goal is to facilitate services that enable or empower the client to re-enter or enter the workforce. Our history
August 2001 was the inception of Temporary Employment Services, now known as CASS Temporary Employment Services (TES). An investigative market study was conducted to gather data to validate the theory of the exploitation of the common “Day Laborer”.

Through this study CASS recognized the need to address this segment of the market and the importance of exposing the unethical practices of some day labor halls. Typically these workers are made to arrive as early as 3:00 AM and wait for the possibility of a work opportunity without any compensation for their waiting time until approximately 5:00-6:00 am. If fortunate, the workers are then given an assignment and informed of the employer, location and the type of labor requested. The worker is then responsible to make transportation arrangements or ride the agency’s van, which in turn they are charged for. The assigned worker is not provided with transportation, tools, clothing, foot-ware, food, water and/or equipment unless he or she is willing to pay for these services or items. The worker is paid minimum wage and at the end of the day the fees for the provided services and/or items listed above are deducted from his/her pay. In addition, if paid by check, the agency will cash their check with minimum identification and then charge a fee for that service as well. The for-profit day labor companies profit heavily while violating the rights of the worker. While CASS T.E.S. promotes fair and ethical treatment of our workers, we also promote an awareness of proper practices within the day labor employment community. If a day labor provider does not cover Workers’ Compensation, the customer could be held liable.
